Sure, they get criticized plenty. But year in, year out, they continue to grow faster and cost more -- presumably because Americans think they are being protected from terrorism by all that spending. Yet there is no evidence whatsoever that the agencies are making Americans any safer.

DHS serves only one clear purpose: to provide unimaginable bonanzas for favored congressional districts around the United States, most of which face no statistically significant security threat at all. One thinks of the $436,504 that the Blackfeet Nation of Montana received in fiscal 2010 "to help strengthen the nation against risks associated with potential terrorist attacks"; the $1,000,000 that the village of Poynette, Wisconsin (pop. 2,266) received in fiscal 2009 for an "emergency operations center"; or the $67,000 worth of surveillance equipment purchased by Marin County, California, and discovered, still in its original packaging, four years later. And indeed, every U.S. state, no matter how landlocked or underpopulated, receives, by law, a fixed percentage of homeland security spending every year.

If the Fusion Centers are all managed separately, and the Federal Government is not managing or overseeing these operations, then who is?

HARRISBURG -- The former Special Forces colonel who has headed the state Office of Homeland Security for four years and who now finds himself at the center of a firestorm over an anti-terrorism contract is missing in action.

James F. Powers Jr. has basically gone underground since Tuesday, when Gov. Ed Rendell denounced a $103,000 no-bid contract that Mr. Powers had given to the Institute of Terrorism Research and Response, which has offices in Philadelphia and Israel.


The state news release in June 2006 said Mr. Powers' job would include coordinating the state's homeland security efforts with state agencies, counties, nine regional counter-terrorism forces and local municipalities.


Mr. Powers told the newspaper he entered into the deal with the Terrorism Institute because "my concern is public safety." He said there had been about "five or 10" incidents related to Pennsylvania's growing natural gas industry, including one where someone supposedly fired a shotgun at a tank of natural gas in Venango County.

Mr. Rendell said Tuesday that he wasn't aware of specifics about any other such violent incidents related to the gas industry. He said he was "appalled" and "terribly embarrassed" by the monitoring of lawful protests that the Terrorism Institute had done for the state.

The corporation was paid hundreds of millions of dollars to set up and manage DHS's new offices in 2003, including its National Operations Center, Office of Intelligence and Analysis and Office of Security. Its employees do everything from deciding which threats to investigate to answering phones.

The national security industry sells the military and intelligence agencies more than just airplanes, ships and tanks. It sells contractors' brain power. They advise, brief and work everywhere, including 25 feet under the Pentagon in a bunker where they can be found alongside military personnel in battle fatigues monitoring potential crises worldwide.

"There's still going to be illegal immigrants and terrorists," said Scott Salberg. "They're just not going to come here to get a driver's license."

Said Paul Sendles, a British expatriate with a U.S. green card: "What's next? Are we going to have to give fingerprints to get a license?"

Many Floridians have been caught off-guard by a new law with strict documentation requirements that went into effect Jan. 1.

If you want to get a driver's license — including renewals and replacements for lost and stolen licenses — you pretty much have to show up in person at a DMV office and bring everything but your first born.

Well here it is in it's finest hour proving without a shadow of a doubt, that it is as useless as two tits on a bull.

As the pilots of Northwest flight 188 overshot their airport and streaked across the sky, controllers in Denver and Minneapolis tried repeatedly to reach the plane. They attempted for an hour and 18 minutes to make contact, calling the airline and other pilots for help.

Over an hour passed before U.S. military was notified about Flight 188.But one key group was not notified early on -- the military.

Gen. Gene Renuart -- who, as commander of the North American Aerospace Defense Command, is responsible for safeguarding the skies -- said NORAD is usually notified within 10 minutes of an unusual incident.

"I think all of us are concerned that an aircraft sort of goes off the net for an extended period of time like that," Renuart said.

In this case, the notification was so late that by the time F-16 fighter jets were ready to launch, controllers and the Northwest pilots were back in touch, according to the general.

A bipartisan pair of governors is opposing a new Defense Department proposal to handle natural and terrorism-related disasters, contending that a murky chain of command could lead to more problems than solutions.

Vermont Gov. Jim Douglas (R), chairman of the National Governors Association, and Vice Chairman Gov. Joe Manchin (D) of West Virginia penned a letter opposing the Pentagon proposal, which they said would hinder a state's effort to respond to a disaster.

Current law gives governors control over National Guard forces in their own states as well as any Guard units and Defense Department personnel imported from other states.

The letter comes as the Pentagon proposes a legislative fix that would give the secretary of Defense the authority to assist in response to domestic disasters and, consequently, control over units stationed in an affected state.

"We are concerned that the legislative proposal you discuss in your letter would invite confusion on critical command and control issues, complicate interagency planning, establish stove-piped response efforts, and interfere with governors’ constitutional responsibilities to ensure the safety and security of their citizens," Douglas and Manchin wrote to Paul Stockton, assistant secretary of Defense for Homeland Defense and America's Security Affairs.

A shell-shocked Rep. Gene Taylor, D-Miss., said he learned just a few days ago that Homeland Security Secretary Janet Napolitano and Craig Fugate, the nominee to head the Federal Emergency Management Agency, had written lawmakers in opposition to Taylor's legislation.

"I'm obviously extremely disappointed," Taylor told McClatchy," that an administration that ran on 'change you can believe in' did this without taking the time to talk to us."
