France is set to ban the words "mother" and "father" from all official documents under controversial plans to legalise gay marriage.
The move, which has outraged Catholics, means only the word "parents" would be used in identical marriage ceremonies for all heterosexual and same-sex couples.
The draft law states that "marriage is a union of two people, of different or the same gender".
It says all references to "mothers and fathers" in the civil code – which enshrines French law – will be swapped for simply "parents".
The law would also give equal adoption rights to homosexual and heterosexual couples.

'Two-faced' politicians have opened the door to an EU superstate by giving up on democracy, Václav Klaus, the veteran Czech statesman, tells Bruno Waterfield.
The new push for a European Union federation, complete with its own head of state and army, is the "final phase" of the destruction of democracy and the nation state, the president of the Czech Republic has warned.
In an interview with The Sunday Telegraph, Václav Klaus warns that "two-faced" politicians, including the Conservatives, have opened the door to an EU superstate by giving up on democracy, in a flight from accountability and responsibility to their voters.
"We need to think about how to restore our statehood and our sovereignty. That is impossible in a federation. The EU should move in an opposite direction," he said.

In a move decried by a progressive Catholic group, the German bishops' conference last week issued a decree, saying it was "worried" about the Catholic Church's dwindling numbers and wanted to stem the drop.
Confession, the Eucharist, confirmation in the Church or anointing of the sick – unless the patient's life is in danger – are now out of bounds for anyone who leaves the Church, the decree, which took effect Monday, stated.
Becoming a godparent is also off limits, it said.
Germany has had a system in place since the 19th century asking residents to either officially declare their religion and pay a church tax, or to be classed as "non-religious".

A New Testament scholar claims to have found evidence suggesting that the Gospel of Jesus's Wife is a modern forgery.
Professor Francis Watson, of Durham University, says the papyrus fragment, which caused a worldwide sensation when it appeared earlier this week because it appeared to refer to Jesus's wife, is a patchwork of texts from the genuine Coptic-language Gospel of Thomas, which have been copied and reassembled out of order to make a suggestive new whole.
In a paper published online, Watson argues that all of the sentence fragments found on the papyrus fragment have been copied, sometimes with small alterations, from printed editions of the Gospel of Thomas.
The discovery has already sparked fierce debate among academics, but Watson believes his new research may prove conclusive.
"I think it is more or less indisputable that I have shown how the thing was composed," he said. "I would be very surprised if it were not a modern forgery, although it is possible that it was composed in this way in the fourth century."

The United States Agency for International Development (USAID) has announced it will close its offices in Russia following an order from the authorities there to cease operations.
The Russian government gave the US until 1 October to close the mission, accusing it of meddling in politics.
USAID has worked in Russia for two decades, spending nearly $3bn (£1.8bn) on aid and democratic programmes.
The expulsion follows a government crackdown on pro-democracy groups.
"The decision was taken mainly because the work of the agency's officials far from always responded to the stated goals of development and humanitarian cooperation. We are talking about attempts to influence political processes through its grants," the foreign ministry said in a statement.

American Airlines is sending layoff warning notices to more than 11,000 employees although a spokesman says the company expects job losses to be closer to 4,400.

American Airlines spokesman Bruce Hicks said Tuesday that fewer than 40 percent of those getting notices will lose their jobs. Hicks said federal law requires the company to notify anyone whose position could change, including those who could get "bumped" by more-senior employees whose jobs are eliminated or outsourced.
American said in February that it planned to cut 14,000 jobs, including 13,000 held by union workers. But if Hicks is right, the final job losses will be about a third of that.

Airport ditches controversial bodyscanners
A total of 13 backscatter X-ray machines are being ditched because they have not been given EU approval, even though they are in common use in the United States.
The devices, which use low dose X-rays to produce an image of the body, have come under fire on both privacy and health grounds, amid suggestions they could pose a potential cancer risk.
However despite an expert committee concluding in March that the devices did not pose a health risk, Brussels has refused to sanction their use.
As a result they will be replaced by millimetre-wave devices, such as those used at Heathrow, which have been given EU approval.
These machines enable security staff to detect hidden objects without also requiring them to inspect a ghostly X-ray image of the body.

A Victoria Police spokesman said the force was monitoring any possible incidents.
Yesterday, the mother whose young son held a sign calling for beheadings during Saturdays' Sydney protests turned herself in to police.
NSW Family and Community Services Minister Pru Goward says the boy will stay with his parents.

Exercise would have been a better choice of routes to go. Kids used to get something called recess, but they don't anymore. It may be there in look, but it's no longer utilized. It's left to a teachers discretion on whether the kids go out or not. It's used as a tool in corporal punishment. One child acting out, can and does, take away recess for the rest of the kids. When my daughter was in the second grade, she got recess twice, the whole year. She is now in high school, so that tells you how long this has been going on.
Something else came about from taking away recess as well, it's called "ants in the pants" syndrome.
Children weren't meant to sit, and pay attention for 7 hours a day. So consequently they squirm, the teacher complains, and so a trip is scheduled with the pediatrician, to prescribe the meds needed to
physically restrain the child. Which does have it's vantage points I suppose, certain types of the medication not only physically restrain the child they also retard the appetite. But on the other hand, if a psychotic medication ( think Zombie kid here, because this type of med was actually designated for schizophrenics and is now being sold as the ADD wonder drug) actually promotes massive weight gain.

He was uncapable of stopping himself, all he knew was a blue rage.
He didn't just randomly kill people, and he very well could have. He directed his rage to the guilty parties, that led him to accumulate it, in the first place.
He doesn't deserve to die for what he did. He just wanted the rage to stop.
You probably can't imagine how he felt, but I can. That rage is always turned inside, other people never see it, because you never allow them to. Everything about you is hidden when you're a sexually abused child. You trust no one.
You've asked yourself why it happened to you so many times. There's never an answer, there is only, an "if only".
How could anybody else understand, when you yourself can't?
So the rage builds, because it's to much, for a child to emotionally carry by themselves.

A Pennsylvania man on death row for the murder of his alleged sexual abuser failed to win clemency Monday from the state Board of Pardons.
Terrance "Terry" Williams, 46, is scheduled to be executed on Oct. 3. He is on death row at the State Correctional Institute at Greene in Pennsylvania for killing 56-year-old Amos Norwood with a tire iron in Philadelphia in 1984. Williams was 18 years old at the time of the murder. Defense lawyer Victor J. Abreu has said Williams' crimes were mitigated by the sexual abuse he experienced in his childhood. Norwood was allegedly one of his attackers.

The Banks are embedded to the hilt with their "own" burdens of financial fraud ( that "We" continue to bail them out of, to no avail) that they intentionally created out of their lust and need for greed, and yet not one has, or will be, prosecuted for the crimes committed.

While I do think the schools have an obligation to ensure student safety, I don't think we need to put the added pressure of teaching teaching respect and compassion. Not that I don't think that there isn't a need for it, but last week a statistic was made known that only 25% of all the children being educated right now in America, are proficient in writing.

The effort to stop bullying doesn't begin at home. "Our common mission to stop bullying must start in our schools," said Thomas Perez, the head of the U.S. Justice Department's Civil Rights Division.
Speaking Friday at a bullying prevention summit in San Francisco, Perez said, "It is in our schools that our children learn to live, play and work together. It is in our schools that fear and intolerance can take root; and it is in our schools that respect and compassion can be nurtured."
Perez’ speech included two references to “violence in the home,” but he said nothing about parents' responsibility to teach their children to behave themselves.
He did mention parents as one of many partners in the anti-bullying mission –- along with government officials and others:

The sharp earth tremors that rattled the Bayou Corne community during the summer and presaged the emergence last month of a large sinkhole in Assumption Parish have returned, a University of Memphis scientist said.
The tremors appeared to build in July, reached a crescendo of several hundred per day then stopped at 2 p.m. Aug. 2, hours before the sinkhole was found early Aug. 3 on the property of Texas Brine Co. of Houston, officials said.
Later that same evening, the sinkhole prompted parish officials to call for a mandatory evacuation of 150 households in the Bayou Corne and Grand Bayou areas. It remains in effect.
Steve Horton, research scientist with the University of Memphis Center for Earthquake Research and Information, said Friday that about a week ago, one or two sharp tremors began reoccurring every day or so.

For me OWS was an event and that event was about raising the public's awareness of one thing, the intersection of rampant control fraud and political corruption between the TBTF banks and Washington DC; the many ways this phenomena has decimated the lives of so many ordinary Americans.
In this respect they succeeded. Few would argue otherwise.
Unfortunately, the efforts fell on deaf and corrupt ears in our hollow halls of democracy.
Now, instead of making wisecracks about the people who are on the street today attempting, as hard as it is in Blumfukistan, to raise a civil ruckus, I would ask you all to consider the following.

Regulators are investigating whether several major U.S. banks failed to monitor transactions properly, allowing criminals to launder money, according to a New York Times story. The newspaper cited officials who it said spoke on the condition of anonymity.
The Office of the Comptroller of the Currency, the federal agency that oversees the biggest banks, is leading the money-laundering investigation, according to the Times. The report said the OCC could soon take action against JPMorgan Chase & Co., and that it is also investigating Bank of America Corp. Money laundering allows people to make money — often obtained illegally — appear like it came from another source.
The OCC, JPMorgan and Bank of America declined to comment.

A ripped condom given to Swedish police by one of Julian Assange’s accusers does not contain the WikiLeaks founder’s DNA, forensic scientists have reportedly found.
In a 100-page document shown to Assange’s lawyers, it was revealed that the torn prophylactic, having been examined by staff at two forensic laboratories, did not bear conclusive evidence that Assange had ever worn it, the Daily Mail reported on Sunday.
Assange’s lawyers said the lack of DNA evidence on the condom, which was allegedly used during a supposed August 2010 sexual assault, indicates that a fake one could have been submitted.
The woman in question, now aged 33, claims to have been molested by Assange at her flat in Stockholm. She says that at one point he deliberately broke a condom in order to have unprotected sex with her.
Assange claims he had consensual sex with the woman, but denies intentionally tearing the condom. He had previously told police that he continued to stay at her residence for the week following the alleged incident, saying his accuser never made any mention of the ripped condom.
But DNA purportedly belonging to Assange was present on a condom submitted by a second woman, who has accused him of rape, prompting Swedish authorities to push ahead with their bid to have him extradited from the UK.
However, his second accuser, now 29, who claimed to have been raped in her sleep by Assange, apparently told police she had not been opposed to having unprotected sex with him despite previous statements to the contrary, the daily reported.

70-Foot Deep Sinkhole Unleashes Brutal Smell On Bay Ridge
It’s gone from bad to worse. A massive sinkhole has turned from traffic nightmare to sickening situation in Brooklyn. A sewer main broke more than two months ago in Bay Ridge, creating a huge hole in the street.
And as CBS 2’s Dave Carlin reported Friday night, the stench has now become a major problem.
Misery is how 92nd Street residents describe the slow, tedious work on the enormous sinkhole, which first formed back on June 28 and is still not close to being repaired.
Workers have been going down more than 70 feet to fix a busted 110-year-old sewer pipe. The hole has unleashed a non-stop sickening smell.

Hundreds evacuated in Mishawaka for chemical leak
A portion of the south side of Mishawaka were evacuated for a fire and confirmed chemical leak at a former metal plant.
Crews were called to put out a small rubbish fire in a vacant building at 1302 Industrial Drive. It used to be Baycote Metal Finishing. After the fire was out, Mishawaka fire official Jim Cocquyt said they noticed a low-hanging vapor cloud and began the evacuation.
Officials have not confirmed what the chemical threat is, but according to a source, hospitals in the area were counting the number of cyanide kits they have in case anyone had been exposed to hydrogen cyanide

The highest court in the state of Washington recently ruled that a company that has foreclosed on millions of mortgages nationwide can be sued for fraud, a decision that could cause a new round of trouble for the nation's banks.
The ruling is one of the first to allow consumers to seek damages from Mortgage Electronic Registration Systems, a company set up by the nation's major banks, if they can prove they were harmed.
Legal experts said last month's decision from the Washington Supreme Court could become a precedent for courts in other states. The case also endorsed the view of other state courts that MERS does not have the legal authority to foreclose on a home.

A Libyan doctor who treated Stevens said he died of severe asphyxiation, apparently from smoke. In a sign of the chaos of during the attack, Stevens was brought alone by Libyans to the Benghazi Medical Center with no other Americans, and no one at the facility knew who he was, the doctor, Ziad Abu Zeid, told The Associated Press.
Stevens was practically dead when he arrived close to 1 a.m. on Wednesday, but "we tried to revive him for an hour and a half but with no success," Abu Zeid said. The ambassador had bleeding in his stomach because of the asphyxiation but no other injuries, he said.

One demonstrator was killed and two others were wounded in clashes with security forces in the northern Lebanese city of Tripoli on Friday in protests over a film insulting the Muslim Prophet Mohammad and against the pope's visit to Lebanon.

The Obama administration is making it easier for bureaucrats to take away guns without offering the accused any realistic due process. In a final rule published last week, the Justice Department granted the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) authority to “seize and administratively forfeit property involved in controlled-substance abuses.” That means government can grab firearms and other property from someone who has never been convicted or even charged with any crime.
It’s a dangerous extension of the civil-forfeiture doctrine, a surreal legal fiction in which the seized property — not a person — is put on trial. This allows prosecutors to dispense with pesky constitutional rights, which conveniently don’t apply to inanimate objects. In this looking-glass world, the owner is effectively guilty until proved innocent and has the burden of proving otherwise. Anyone falsely accused will never see his property again unless he succeeds in an expensive uphill legal battle.

TPP is the biggest corporate power grab in history. Under the TPP transnational corporations will have more power than individual nations. President Obama promised to renegotiate NAFTA in a way that was favorable to the American people. However, it appears that the opposite is happening with the TPP. We are asking President Obamato live up to his campaign promise of greater transparency and release the text of the TPP. We are also asking that there be a democratic review process in Congress before a vote on the TPP.

The University of Texas at Austin and North Dakota State University ordered evacuations on Friday because of bomb threats, the schools said.
The University of Texas ordered the emergency evacuation after getting a phone call at about 8:35 a.m (1335 GMT) from a man with a Middle Eastern accent who claimed to have placed bombs across campus, spokesman Gary Susswein said.
"He said he was associated with al Qaeda and said the bombs would go off in about 90 minutes," he said.

A customer in Shenzhen, China, took a new laptop out of its box and booted it up for the first time. But as the screen lit up, the computer began taking on a life of its own. The machine, triggered by a virus hidden in its hard drive, began searching across the Internet for another computer.
The laptop, supposedly in pristine, super-fast, direct-from-the-factory condition, had instantly become part of an illegal, global network capable of attacking websites, looting bank accounts and stealing personal data.
For years, online investigators have warned consumers about the dangers of opening or downloading emailed files from unknown or suspicious sources. Now, they say malicious software and computer code could be lurking on computers before the bubble wrap even comes off.
The shopper in this case was part of a team of Microsoft researchers in China investigating the sale of counterfeit software. They received a sudden introduction to malware called Nitol. Israel has complained about the EU's inclusion of parts of the town of Modi'in-Maccabim-Reut on a blacklist of "settlements."
The European Commission on 3 August added three postal codes in the town to a register of over 500 codes relating to "Israeli settlements located within the territories brought under Israeli administration since June 1967."
The designation refers to Palestinian land annexed after the so-called Six-Day War in a move considered by EU countries to violate binding UN resolutions.
Products originating from annexed land cannot benefit from preferential tariffs agreed under a 12-year-old EU-Israel trade deal.
The commission for the first time also published the list online, saying "the way [the rules] are implemented in the EU should be streamlined in the light of experience."

The EU says settlements are illegal. But its regular complaints about settlement expansion fall on deaf ears.
"The [October] workshop is designed to put the issue back on the agenda and to put action behind the words of the May conclusions ... We want to make it easier for consumers to vote with their wallet," a Danish diplomat told EUobserver.

Security forces have killed one person and injured two others during protests in the northern Lebanese city of Tripoli, according to the Reuters news agency. Earlier protesters in Tripoli set fire to US businesses like KFC and Hardees restaurants over the anti-Islam video. The incidents come as Pope Benedict began a three-day visit to Lebanon.

Texas may call out the National Guard in the hunt for a seven-inch radioactive rod used in drilling natural-gas wells, lost this week by Halliburton Co. (HAL) somewhere in a 130-mile swath of the state’s western oil fields.
The Texas Department of State Health Services said yesterday it sought help from an Austin-based National Guard unit that has equipment to locate the radioactive item, which can pose a health risk if touched or held for several days.
Halliburton lost the unit on Sept. 11, according to a report yesterday by the Nuclear Regulatory Commission. Pickup trucks with detection gear retraced the route of a vehicle that carried the radioactive rod before it was lost. The trucks drove at 10 miles an hour between Pecos, where the device was used on a well, and Odessa without finding the unit, the report said.

Revealed: inside story of US envoy's assassination
The killings of the US ambassador to Libya and three of his staff were likely to have been the result of a serious and continuing security breach, The Independent can reveal.
American officials believe the attack was planned, but Chris Stevens had been back in the country only a short while and the details of his visit to Benghazi, where he and his staff died, were meant to be confidential.
The US administration is now facing a crisis in Libya. Sensitive documents have gone missing from the consulate in Benghazi and the supposedly secret location of the "safe house" in the city, where the staff had retreated, came under sustained mortar attack. Other such refuges across the country are no longer deemed "safe".
Some of the missing papers from the consulate are said to list names of Libyans who are working with Americans, putting them potentially at risk from extremist groups, while some of the other documents are said to relate to oil contracts.

GAO report faults Homeland Security on plan for biological-attack sensors
The U.S. Department of Homeland Security has rushed to acquire a new, multibillion-dollar version of the BioWatch system for detecting biological attacks without establishing whether it was needed or would work, according to a new report by a nonpartisan investigative arm of Congress.
The report by the Government Accountability Office says Homeland Security should re-evaluate the need for the overhaul while determining whether it makes financial sense. The department has spent more than $150 million developing the new generation of Government Accountability Office .
The report comes as Homeland Security officials try to maintain support in Congress for both BioWatch and the long-pursued makeover, called Generation 3. The report's findings - which fix blame on both the George W. Bush and Obama administrations - are scheduled to be discussed Thursday during a hearing by two House subcommittees.
The Los Angeles Times obtained a draft of the report, which has yet to be publicly released.

Yemeni police reportedly shot a protester, as hundreds of demonstrators stormed the US embassy in the capital city of Sanaa. Police forced the crowd to leave the embassy premises.
Conflicting casualty figures have emerged: Chinese news agency Xinhua reported that at least one person was killed in the clashes, citing witnesses, while the Yemeni embassy in Washington denied reports of fatalities.
Embassy staffers were taken to a secure location, the Yemen Times reported.

The House on Wednesday reauthorized for five years broad electronic eavesdropping powers that legalized and expanded the George W. Bush administration’s warrantless wiretapping program.
The FISA Amendments Act, (.pdf) which is expiring at year’s end, allows the government to electronically eavesdrop on Americans’ phone calls and e-mails without a probable-cause warrant so long as one of the parties to the communication is believed outside the United States. The communications may be intercepted “to acquire foreign intelligence information.”
The government has also interpreted the law to mean that as long as the real target is al-Qaida, the government can wiretap purely domestic e-mails and phone calls without getting a warrant from a judge. That’s according to David Kris, a former top anti-terrorism attorney at the Justice Department.

Nearly two years before peace activists broke into a U.S. nuclear weapons facility in late July, government investigators warned in classified reports of lax security at the complex where the nation’s largest concentration of weapons-grade uranium is stored.
The previously undisclosed 2010 criticism of the Y-12 National Security Complex near Oak Ridge, Tenn., found that security cameras were inoperable, equipment maintenance was sloppy and guards were poorly trained.
On July 28, an 82-year-old nun, an elderly gardener and a house painter slipped past security costing millions of dollars a year — sensors, cameras, barbed wire, heavy weaponry, roving patrols and dozens of guards — to reach the walls of a new uranium storage facility at Y-12. They splattered blood on the building and held up protest signs before being arrested.

New figures provided by the International Security Assistance Force (ISAF) joint command suggest that Afghanistan is one of the most heavily garrisoned nations on the planet. Given its size and population, it is likely the most thoroughly militarized country in the world.
Recently, TomDispatch.com revealed there are approximately 550 ISAF combat outposts (COPs), forward operating bases (FOBs) and patrol bases in Afghanistan. Added to this are 200 more ISAF
checkpoints. And when you count various logistical, administrative, and support facilities - such as ammunition storage facilities, barracks, equipment depots and training centers - the grand total of all foreign military installations, according to a military spokesman,tops out at around 1,500.
That, however, is only about one third of the story.
According to ISAF, military posts manned by the Afghan National Security Forces dwarf the number of ISAF outposts in the country. Counting COPs, FOBs, patrol bases, checkpoints and other types of logistics and support facilities, the total number of Afghan bases currently sits at about 2,700. Essentially, a country the size of Texas is home to 4,200 military installations, foreign and domestic.

Seven-year-old Zainab, the eldest daughter of the British-Iraqi couple shot dead in the French Alps last week, started speaking to investigators after coming out of an induced coma, a British daily has reported.

After two years of study, a panel of top scientists and military experts working for the National Research Council has concluded that the nation's protections against missile attack suffer from major shortcomings, leaving the United States vulnerable to certain kinds of long-range strikes.
In a report, the panel suggested that President Obama shift course and expand a system inherited from President George W. Bush, setting aside parts of an antimissile strategy he initiated in 2009. By doing so, the panel said, the nation's defenses would be better prepared to defeat the long-range missiles that the report suggests Iran may be developing.
It is the first time that the research council - an arm of the National Academy of Sciences, chartered by Congress to give scientific and technical advice to the government and considered the nation's pre-eminent group of scientists - has weighed in on the nation's overall plans for defeating missile attacks.

A California-based property developer who claims to be responsible for “Innocence of Muslims,” a provocative film about the Prophet Muhammad, which sparked Tuesday’s deadly attack on the U.S. mission in Libya and further protests in Egypt, has gone into hiding, The Associated Press reported.
Speaking by phone from an undisclosed location, Israeli-American writer and director Sam Bacile, 56, remained defiant, saying that he intended his film to be a political statement condemning the religion, the AP said.
"Islam is a cancer, period," the AP quoted him as repeatedly saying.

The Israeli government is distancing itself from a filmmaker whose movie ridiculing the Prophet Muhammad sparked a deadly riot at an American consulate in Libya, but says it will be "vigilant" at its diplomatic offices overseas.
The movie, "Innocence of Muslims," was produced by Sam Bacile, a 56-year-old California real estate developer who has said he's both Israeli and American. The film depicts Muhammad as a fraud, womanizer and madman.

At a time when states are struggling to reduce bloated prison populations and tight budgets, a private prison management company is offering to buy prisons in exchange for various considerations, including a controversial guarantee that the governments maintain a 90% occupancy rate for at least 20 years.

The $250 million proposal, circulated by the Nashville-based Corrections Corporation of America to prison officials in 48 states, has been blasted by some state officials who suggest such a program could pressure criminal justice officials to seek harsher sentences to maintain the contractually required occupancy rates.
"You don't want a prison system operating with the goal of maximizing profits," says Texas state Sen. John Whitmire, a Houston Democrat and advocate for reducing prison populations through less costly diversion programs. "The only thing worse is that this seeks to take advantage of some states' troubled financial position."
Corrections Corporation spokesman Steve Owen defended the company's "investment initiative," describing it as "an additional option" for cash-strapped states to consider.

Several LukOil franchise owners raised their prices to more than $8 a gallon on Wednesday to protest what they say is the company's unjustified pricing policies.
They complain that they have to pay up to $.20 a gallon more than other station owners and can't be competitive.
A station in South Plainfield, N.J. had signs listing regular gas for $8.99 a gallon and premium listed at $9.49 a gallon for cash and $9.59 for credit.
A Shell station across the street had regular gas priced at $3.99 a gallon.
