The Department for Transport (DfT) has been forced to delay signing the contract with FirstGroup after Sir Richard Branson's Virgin Rail launched a judicial review last week.
Ms Villiers confirmed that the contract, which was due to be signed last Tuesday, remained up in the air, but insisted that the DfT would “robustly defend” Virgin’s accusations
